This probably won't help much as I don't now much about fixing bugs or anything, but you could do all/any of these:

-Download the latest official Oblivion patch if you haven't already

-Download OBMM if you haven't already and use the conflict detector to see if there is a problem there

-Delete some old unwanted saves

This just might help, though don't count on it. People who give a better answer than this, please don't call me a retard for giving a crappy answer if this is.

It might be helpful if you could list the mods you have, many people know if two mods conflict. That may be your problem, that two or more mods are editing the same place, giving you double NPCs in the town and another conflicting set of mods causing part of Frostcrag to not appear right.

I had a great deal of trouble with Frostcrag Reborn from the git-go and I had no mods that changed the same area installed. It most certainly did not bork up anything in Chorrol, though. If this just cropped up, without installing any additional mods and after having worked for awhile, you might have a corrupt game save. If that's the case your only alternative is probably to go back to a save previous to when you started noticing the anomalies and see if that fixes it. If not, revert to an even earlier save. I know your frustration, though. After I uninstalled Frostcrag Reborn, the vanilla Frostcrag had been reduced to its lower level and some floating exclamation points on yellow flags (missing textures), and, oddly, even reinstalling Wizard's Tower didn't fix this. I had to resort to a very early game save to fix this problem and, eventually reinstalled Oblivion from scratch. Frostcrag Reborn will run flawlessly for some people, though, so don't be quick to point fingers at this wonderful mod without researching the difficulties a bit. It could well be as much of a "victim", here, as the city of Chorrol seems to be.
