Construction Set problem

Okay, so I reformated and reinstalled my computer not long ago, and now I reinstalled Oblivion. Before everything worked fine.

However, now, when I double-click on an esp/esm-file to open in the construction set, the construction set opens completely empty. If I try to go to File > Data, everything is blank (I cant open any mods).

The only way for me to open an esm/esp-file is to open the construction set alone, and then go to File > Data and click on esp/esm-files.

I have Windows 7 64-bit and I installed Oblivion on Disk D.
