Lost all in-game music while trying to fix the shutter

This is driving me crazy, I'm about to have spent more time trying to fix this game then playing it....

 

Win7x64

q9550 @~3.6

8Gb@~800

285GTX2GB OCed a bit

Using Realtek onboard sound off my 780i

Using GOTY addition on dvd, all DLC installed fro the get-go

 

 

So at some point in the coarse of trying to fix the common radio shutter (which just started 25hrs into the game) I killed all my in-game music. All the sound is working.

 

A hint to the problem is in the change in game performance when the music should be playing. If 3dog is talking and no music should be present the game is lightning fast, as soon as i turn off the radio and the in game music should kick in or the radio should be playing music my frames get cut in half. Now if I totally uninstall acfilter I get a few extra frames but I still have that same problem, if I uninstall K-lite 64bit almost no performance hit but still no music. If i install any version of K-lite x86 the music slowdown is so bad I can get thru the main menu. The menu does suffer from the performance hit related to the music that should be playing just as much as the full 3d being rendered.

 

Adding fallout the the exception list in ffdshow had no effect either way.

 

Substituting cccpack for klite has no different effect.

 

Reinstalling Fallout has no effect.

 

Installed madfilter, disabled the default no effect either way.

 

Deleted every codec pack in every piece of software I have no effect beside what I mentioned.

 

All drivers are up to date, except I rolled back the geforce drivers to get rid of a video shutter.

 

Thrown my keyboard across the room no effect except I lost my print screen key

 

Any ideas?

 

 

Edit: the stationary radios play fine
