This did more than just give you a set of armor and a bed inside the barracks. You actually went on quests to investigate crimes, apprehend criminals, and (if you were into that sort of thing) take bribes! This was so much fun! And I want that for Skyrim! Obviously, you'd be confined to jurisdiction inside your hold, due to the nature of Skyrim's crime engine. That, however, I don't think would be much of a problem for adept mod-makers. Any takers? The internal missions would investigate local crimes: petty theft from neighbours, murder by locals, etc. And external missions would concentrate on sending you out of the jurisdiction to apprehend people on a bounty.
