I don't know of any tutorials that go into making hair, but I recommend starting off with an existing hair model. Find a hair model that is similar to what you want, and modify it at will.

I do NOT recommend starting from scratch unless you find some solid advice or a tutorial. Hair in Oblivion has special materials and settings. If you start with an existing hair model, then you won't have to worry about it.

Actually, if you were to make a simple model with NOTHING attached to it (so essentially convert to .OBJ, remove the accompanying .mtl file and import into Blender) and follow any of the Sims 2 to Oblivion hair conversion tutorials you COULD achieve this (when you convert a Sims 2 model, you convert it to an OBJ file and import it into Blender and fix the textures through that and modify in Nifskope). It IS possible for a newbie with some modelling experience to make a hair from scratch. The only problem is whether or not you HAVE that prior modelling knowledge.

However, I concur with Topazanite. It is a LOT easier to work off other people's meshes. I'd recommend using any of Ren's hair meshes as a base and going from there.

Thank you all, actually I got some quite useful tutorials from the FO3nexus forum including how to modelling and how to get the created model into FO3,but those tutorials are not specific to TeS4 nor making a new hairstyle,so it;s also a bit difficult for me to do this work.

To Desuchan:You mentioned "the Sims 2 to Oblivion hair conversion tutorial",could you give me a link to it or the name of the tutorial author? I believe it would be very useful
