Skyre scroll crafting

I have skyre, and the various perks needed for scroll crafting, and no matter what I try, I can not crafts scrolls. I am at my wits end, as I have search around and have yet to find forum post that could help me to fix this.

 

When I have the perks for scroll crafting, and ingredients necessary for crafting, i can not seem to be able to use the pen to bring up the item crafting menu. Even when I create a new character to test this, it will not work.

Please, if anyone can direct me to a forum post where some one had this problem and one found a solution., or provide any solutions, I would be so greatful.
