It places a house/shop outside the Imperial City where you can purchase havok physics furniture. (I.E. it canbe moved) I haven't actually tried purchasing any of the furniture yet since I've been busy with other things. As GBHis said, try using the 'z' grab button to move things. It grabs an item by the location the cursor is at when you press 'z' rather than by the center of gravity - as the left-hold in inventory method does. Using 'z' is usually easier. I wish they'd made it much clearer in the manual rather then having the single line they did as it took me ages to discover it myself. That as is a great idea! I thought of creating it myself, but gave up. I don't get this collision-thing...Really, this is going to be a classic must-have? EXACTLY! I first thought it was a combat skill and *almost* died 7 times before giving up. I kept tapping Z while the opponents was swinging their weapons at me. Now that's bad documentation.
