Passage of Time During Dialogue

Does Skyrim normally allow time to pass while the player speaks to an NPC, such that the player may be attacked and killed during a dialogue?

 

If not, then there should be a mod in my game causing this, though I can't think of which that might be.

 

At any rate, is there any simple way to freeze the processing of the surrounding world while interacting with NPCs?

It does. That's the reason why people can rudely bump into you or walk between you and the other person while you're trying to have a conversation. Or, yeah, you can get assaulted as well.

 

I don't know anything about making Skyrim mods myself, but the first thing that comes to mind is the conversation with the Psijic guy in Saarthal; he freezes the world around himself and the player while speaking. Maybe that effect could be applied to conversations in general, without the visual effects, since that occasion at least suggests it's generally possible.

Whether that would be simple I can't tell, I'm afraid.
