There is some indication (just hints, really) that the updated Toolset used for DA2 may get released. But I wouldn't expect anything more on the original one. v1.01 is probably the last release of that. (Oh, and there's nothing regarding the GAME patch v1.04 that has anything to do with the Toolset version.) Using the current Toolset (or mods like "The Winter Forge") you can create everything in DA:O and DA:A. Getting things to WORK in DA:A takes a well known tweak, but there are even mods for that.
