Quick OBSE question

So I downloaded OBSE, and apparently I'm not installing it right.

 

I have the Steam version of the game, so it tells me to " Copy obse_1_2_416.dll, obse_editor_1_2.dll, and obse_steam_loader.dll to your Oblivion directory."

 

Those are the only directions it gives me. I do that, but when I try to install a mod that needs OBSE via the OBMM, it says OBSE is not detected.

 

If you might be able to point out anything I am missing, I would appreciate it.
