Very very strange bug with animation mods I use [HELP!?]

Here is the situation, I load up my first save in New Vegas and some animations do not play (My BNB found here at the Nexus and 'Haughty Mare' female walk replacer found at LL.) Everything is installed exactly as multiple video tutorials show and exactly as the mod author of the walk describes. *BUT* when I load up another save game (but not restart the game all-together) the animations work just fine.

Can I get some help on understanding why this is happening?

From what the mod author of the walk says, LO isn't needed, but I will list it if it is. [41 plugins loaded, so it isn't really close to the 130 esp/esm mark.]

EDIT: I have also noticed that when the animations work for me, the NPCs no longer have the animations working. Though, if I do not load up another save game, the NPCs use the modded animations and I do not.
