Malchik
The so called 'random' gates are called this because they appear in random order. They do not appear in random locations and they are finite in number, obviously. The hint sites tell me that the longer you leave the main quest unfinished, the more there will be. However my in game experience does not support that. This means nothing, of course, games can have glitches, and maybe the game I am talking about is not typical. Does anyone happen to know if the maximum number of gates that will open in any game is also randomly chosen? Also, is there some point in the main quest where new gates stop opening? Ottomus
I can't answer to any of the questions but some guy in Elderscrolls.com was planning to close everyone of them. I think he was on 88 or something back then  The random gates close when you finish MQ.
Marxist ßastard
The random gates are so called because the Oblivion cells that they lead to (which most certainly are not themselves random) are randomly selected. The number of random gates that can be open at one time starts at 25 when you complete "Find the Heir." It doubles when you complete "Dagon Shrine." When you close the Paradise gate, it goes down to 20. Note that this number only plays a role in determining if a gate will be spawned. If you close the Paradise gate and are suddenly in excess of the maximum gate number, no gates will be automatically closed as a result. If you approach a point where a random gate may appear and you have not yet reached the maximum number of gates, a dice roll happens in the background. If it is less than a number that roughly corresponds with the maximum number of random gates, then the gate appears. There are 90 random gates, in total. Malchik
Thanks MB I had closed the Paradise Gate which accounts for why there seemed so few around.
