Enchanting Weapons

I missed the opportunity to enchant my weapons when I met that guy near Lothering. Now I am further in the game, Lothering is no more, just cannot find the guy anymore, and I´ve got a nice collection of runes.

 

Is there any way I can use them to enchant my weapons? Who am I supposed to look for?

In my recollection, Sandel was the only person who can enchant your weapons. But this is strange isn't he suppose to be in the camp no matter what?

 

Edit: You can also try the console and write "runscript zz_upgrade" which also opens the enchantment window. But use at your own risk

You are correct, Sandal is the only character in DA:O who can enchant anything (without mod.)

 

Except during the inital night in Camp, (the first after leaving Lothering is not the usual "Camp", it is a special event to ensure the dream of Darkspawn/AD cutscene plays) Sandal should be found standing next to his father, Bodhan the Trader.
