Make the Redcliffe Chanter appear..

For some reason, my game is bugged to hell and back. I have disabled and deleted every mod just in case, but whatever damage is done to my save game seems permanent. Is there a way for someone to write a small script to force a plot flag or something so the chanter and the chanter's board in Redcliffe appear? That's the only thing missing, and I wanted to do those quests :(

 

EDIT: Clarifying that the quest in the castle is over (saved Connor via Circle mages). I'm at the point in the game it shoudl appear, well past it in fact, but it's not there, and as a consequence, I cannot accept those quests.
