Only the person who made the mod would be able to do so, unless they gave permission for somebody to do it. IF we were going to do it only for our own personal use.... yes, we could open up the files in the toolset, and make adjustments to the item properties such as the material that it's made of. However... the moment we send it off to you, we are distributing content without permission. Against the rules. But if one of us had permission to do it, then it would be ok.
