Been around a while but :D some questions...

So I'm not new to the forums, but I do have some questions that have been bugging me for months - when I first started on the forums.

 

First: Hey all :D I'm beldaran1224 and I've been downloading mods for 2yrs and utilizing the forums for almost as long, though I only started posting a few months ago. I play Oblivion mostly, because once I get into a game, I never get out of it.

 

So my questions are very forum-specific. One is how you do a proper reply while on the forum site? I can do so from a mod's page, but not when viewing the forums. I also saw some posts by SiteBot about a recent mod but the mod showed as "not published". Despite some searches, etc., I can't find if there is some sort of holding period (perhaps while the file is virus scanned or uploaded to servers?)...basically the files look interesting and I'm wondering how long before I can check them out. Any ideas?
