Snowglobes give stat bonuses

I set my character's highest stats to 9 thinking that there would be a bobblehead-like item in the game somewhere when there isn't one. I think that snowglobes should give bonuses to your SPECIAL stats. I tried modding this in but I sucked too much, so can anyone with skill try this?
