Aha! Steam update just fixed it. It was a windows update/ steam download cache thing. go to settings, downloads and click the new clear download cache button after you update. Now i can really work on my mods!

Getting a similar problem.

The command prompt would quickly appear and it seems like it would be random as to whether the game would launch. If it actually launches then it would be like 5 minutes after I tried to run it. It also started out of nowhere. Even the non-SKSE version does this.
