Probably one of those bits that had to be cut for time or disk space. The only time the player can actually go on the monorail is when they are working with the legion (supposedly).

The only time the player can actually go on the monorail is when they are working with the legion (supposedly). well if you listen to the convo before going to defuse the bomb it does not bug out and blow up. its only if you kill him first that it bugs out sadly I do not have a old save so my only option is to find a fix :(
