Broken DT, Health, and Weapons

When I am wandering the wastes, most animals, ghouls, super mutants, and other non-armour wearing mobs have the appropriate amount oh HP and DT (or lack thereof). But with armour-wearing enemies, James Cobb, for example. Has 1500+ health and 500+ DT. At level one. Lowering the difficulty level has no bearing on their health or DT. And even the highest damage dealing weapons in the game (anti-materiel rifle firing a variety of ammunition types) takes close to 100 rounds to kill because every weapon in the game save DT-piercing weapons deal minimum damage. When they are eventually killed, the armour they drop has the statistics they are meant to have. And this problem only affects hostile NPCs, and only some of them, maybe 7/10 NPCs have this issue, and it's breaking the game mechanics-wise. To compound this issue, a number of low-end weapons (Ie. Varmint Rifle, 9mm pistol, etc) have either been renamed (Varmint Rifle -> 556 Rifle) or have variants (9mm & Heavy 9mm) that have outrageous damage output. In the case of the Varmint Rifle, from ~20 damage to the 556 Rifle dealing somewhere in the vicinity of 250-300 per shot. The Heavy 9mm only deals approximately 60 damage a shot, but claims a DPS of 2000+ . I believe the weapon changes have occurred from New Vegas Reborn (I will include my plugin list below) but cannot place whether that is an intended function or if something is working incorrectly, and what is causing the modification of some enemies armour and health.

 

I used LOOT to order my plugins and FNVEdit to clean any ITMs and UDRs LOOT detected in the DLCs.
