Fallout 3 crashing?

Ive been installing A LOT of mods in the past few days. just about an hour ago i had a crash which was not very unusual. i was at rivet using rts nw ( a mod that lets you build your town) i created a wall ( i had a few already) and the game crashed. i went to start up fomm. before i pressed launch fose, i took a few mods out of the list to help reduce lagg. The game crashed when it started. i checked the mods i took out and it was still crashing. i later restarted my computer then tried (using NO MODS OR DLC) and the game is still crashing. i tried pressing on the shortcut (with the disk inside) still crashed. I do not believe this will help but here is my mod load order

 

 

also i have changed the Buse blah blah blah = 0 to = 1 then i added the other line in there..

 

 

please note that i used check all to post all the mods i have on here. i was just running plain fallout3.esm and it crashed on me. I use only about 40 of these out of the 139?
