Problem with Quest glitch

Hi,

 

On the Quest about the Declaration of Independence, I have hit a big problem. I have got the Declaration, and I am standing with Sydney talking to Mr. Washington, however when I try to tell him I have the Declaration the only option I have is "Nah, I was Kidding".

I went to get the declaration before I actually had the quest, as I was passing the archives and I couldn't be bothered to go and get the quest.

 

Any ideas?
