NCR Ranger Patrol armor more like NCR Ranger Combat armor

I think it would be cool for it to have the cloak of the Combat armor, a covered up neck, and a slightly different color scheme (to fit with the helmet). It makes no sense that the Ranger Combat armor has more DR than the Patrol armor when the Patrol armor looks much more protective/high tech.
