Cant Chose perk After Leveling

Some times it happens that after i level up, i can use my points for Speech, sneak, guns, etc, but after im done with it i cant chose a perk, i tried to reloaded before leveling,, and use the console command to level, in that way i can, but after that i can no longer level up with exp, only with the console command.

 

Any idea of what is going on?

that isn't a bug

in New Vegas, you only get a perk for every two levels (basically, you only get perks on even levels, as in 2,4,6 and so on)

at least, that is what is happening in my game, and i assume that this is as it should

 

it is harder, but it makes it more interesting

besides, i am almost sure that the level cap is around 30, or maybe even more, so you will have enough time to get perks

and it makes the choices count so much more
