The warning was given for the following reason: misuse of mod database File removed - Fallout New Vegas Multiplayer mod The mod database is for working mods. Adding some INI changes to the ini does not magically add multiplayer and even if they are legit ones you have not tested yourself they are probably left over changes from early tests or the engine itself.
