ahh i found a strange plasma rifle in the REPPCON HQ ,i think is one of those special/unique weapons dont know for sure but it has full weapon condition and you have to get to some hard lockpicking doors to get it, and yeah energy weapon are there you just have to find them

Yes I can confirm that it is a rare/unique energy weapon in the Reppcon building.

Found a video showing the weapon and how to get it.

 

 

I do think you need a key to open the door to the room the weapon is in, should be easy to find it just search all the three floors in the building and you should eventually find it.

The Q-35 Matter Modulator. Now that I know about that on my next run I'll get my lockpick skill up early and pick that up along the way to The Strip instead of shelling out the caps at the Silver Rush for a regular plasma rifle.

The AER14 prototye is a beast

 

and the multiplas rifle as well but this one uses 6 ammo per shot so it's a waste

I found plasma/laser rifles and Laser RCW rifles from fiends outside of the strip at level 1. And if you got really good sneak rating, you can steal most of the good stuff in Silver rush, may take several save/reload attempts, but I got all the stuff on the shelves, mostly ammo, and the good weapons around the front desk for free. You should put every point in sneak so you can steal those early lol. The Recharger pistol is very good if you get it early, its better than the rifle, should have no probably taking human targets down with it. After you initiate the quest to get the sunset sasparilla star bottle caps, you can buy them from the vendor then use them, the higher your luck is, the more you find, keep buying/using till you get 50, turn them in, and the best pistol in the game is in the vault, the Pew-pew, other than the alien pistol its the best, but you have to give up the unique gauss rifle for the alien pistol, and that isn't worth it.
