Poor quality faces

I downloaded a low-res texture mod a while back, hoping it would help improve my fps (which currently sits at around 20-25). However, I didn't like it because it made faces look pretty unattractive. The mod was an overwrite, so I had to reinstall oblivion. So I uninstall it, delete every mention of oblivion from my computer and then reinstall. But now with the reinstall, the faces are still of poor quality (small), regardless of the level of texture (large or medium show no improvements (I usually play in medium)).

 

Any solutions? Am I doing something wrong? Is it just my settings? I play with bloom lighting and medium textures.
