NCR Combat Ranger Armor Not Losing Durability/Condition

Hi all and thank you in advance for any help you may off.

 

Since I've played Fallout NV I really haven't had any problems or run into any bugs playing the game, except for the FPS drop from multiple NPCs on screen, but I've remedied that with the d3d9.dll fix. Once I finished my first play through, I decided I would play through again with a few mods to make the whole thing a bit more catered to what I was looking for. The only mods I used were the VT08RangerGear mod, and a few reskins of weapons to make them not look so beat up. After playing for a few minutes I realized that my new "Ranger Combat Armor" (NCR Ranger Combat Armor without the bear emblem and faction effect) was not taking any durability damage. I added the plain NCR Ranger gear to my inventory, and that too was not taking any durability damage. I don't know if it's related but if I had more than one in my inventory they would stack into one pile even if I had one equipped. Any information regarding allowing me to make it so they receive damage to their condition once again would be greatly appreciated.
