It was a change in DRM policy. With so many companies seeking a DRM solution for PC games, Obsidian chose the least invasive of DRM methods, Steam. In short, you can't use it without Steam.

Take note that you do not need to be online via Steam to play the game, Steam has an offline feature, though if this is your first ever Steam game I can understand the difficulty dealing with it.

If you have the disc, and Steam wants to download 7Gb+ worth of game, then read this. If it's wanting to download below 1Gb of stuff, it's more than likely the two patches that's been released already (they're probably about 400Mb or so in size together, AFAIK. Probably less, actually). Trust me, you want them.
