Adding weapon mods to the workbench craft system

There's nothing worse than getting your hands on a sick sniper-rifle and going to gunrunners etc. and all they are offering is varmint rifle scopes, or 10mm extended mags, gah!

 

This mod concept can either be completely bare-bones or more fleshed out, but the basic idea would be to allow characters who have a decent repair skill to be able to convert a gun mod into a basic item like *weapon mod base kit* which can then be crafted into a gun mod for whichever weapon they want. This could further be improved by requiring mods for energy weapons to have a high repair and energy weapon skill (and vice-versa for explosives and guns) etc. And would hopefully not be completely exploitable (i'm aware that different mods have different prices) because it would still require you to buy the initial mod (which you break down) in the first place.

 

Anyway it's just an idea, i'd be interested to know if it's possible/feasible.
