A bit of storytelling help

I'm not writing fanfiction or anything but I like to tell myself stories as I play. Here's the situation I've set up:

Condensed the post war timeline from 204 years to 104, so it's 2181. NCR flies American flags over their Bear Flags. And as Caesar is sending Lanius as a cleaner for Hoover Damn, Kimball is sending the GD Vault Dweller, my Vault Dweller, as his cleaner to the Mohave. She didn't found Arroyo though other Vault Dwellers did. Though in her 70s at this point, a combination of implants, gene-engineering and power armor keep her fighting. She holds the title of US Marshall but is in practice much closer to a Mass Effect Specter. This in not my Courier, who's gunning to become a warlord nominally under the NCR but really independent.

Thaat said, if you were in charge of unscrewing the Mohave as it is at the beginning of the game for the NCR? Except of course, killing Oliver and Moore and having Hsu take over regional command. The "tunnel vision" of Wait-And-See is acctually to destroy the Legion as an effective force in one huge battle so the NCR caan blitz peaceful, proerperous Four States commonwealth in one sweep after Hoover Dam, going from Clark County to the Texas Panhandle in one fell Swoop. Unrealistic, almost certainly, but given NCR's restorationist ambitions, it makes sense.

I'd think the the order of operations wwould be the following:
1. Re-open the I15, first Quarry Junction, then liquiadting the powder gangers, subduing Black Mountain
2. Retake Nelson
3. Pay Science heavy Courier to kill Fiends in Vault 3, probably by hacking the Vault's mainframe and sucking the air out of the Vault, suffocating everyone.
4. Bitter Srpings, Camp Gaurdian
5. Liquidate Cottonwood Cove

What I can't figure out is how to keep her from liquidating the Khans. Finishing old business. Best I can come up with is that she's forbiden to kill them because of the political fallout (pun!) from Bitter Springs. It's bad to be a childkiller, but raider children don't count, in the old days tribes had to be slaughtered root and branch. Still, if 50 years since Fallout 1 is enough to convice a Vault Dweller Mutants don't need to be shot on sight, something a bit meater than a direct order from the president would be nice. Something to make the Khans wortthy of being spared other than a lack of hard coded hostility.

Practicality: The Great Khans can secure the top route leading from Goodsprings. In addition, the Vault Dweller doesn't want to devote the resources to wiping out the Great Khans.

Regret: The Vault Dweller has regretted playing a role in causing the Great Khans current situation.

Time: Same way American soldiers who fought in the Vietnam War are now welcomed in Vietnam. There's even been reunions between old Vietnamese soldiers and old American soldiers.

Vengeful: She wants them to suffer and there's no better way for them to suffer than being wholly dependent on the NCR.
