Basically it's to add more khajit caravans on all the roads in skyrim or at least on all the main roads. There could be a khajit caravan settlement in the hotsprings of eastmarch. You could see the caravans moving, and have bandits spawn somewhat close to them and they'd try to rob the khajit merchants. I'm sorry for not going into more detail, but that's about it.
