Endorsement error: 15 minute timer

The rating link comes with a 15 minute timer to prevent file authors from soliciting ratings for their file. Please use the "rate" link on the file page within 15 minutes if you would like to rate this file.

 

Right. So where is the "rate" link? I thought the rating system was canned in favor of thumbs up/down years ago on here.

 

"Vote for this file" returns a similar error.

 

I've had several FO-NV mods for days now and cannot endorse them. Tried re-downloading, waiting, not waiting, etc. If you have to wait 3 hours before endorsing, but you only have a 15 minute window, um, how does that work?

 

And if there are so many hoops to jump through just to give a simple thumbs up, why is it not better explained?

I had the same issue yesterday.  Just shrugged my shoulders.  It was one of those, "Fine.  Don't want my opinion, I'll go push it off on someone else" type situations.
