The easy way, download the archive file (usually a ZIP) from Nexus. Open it up. If it's just a single ESP file, copy that to your Fallout New Vegas data directory (same location as "FalloutNV.esm"). Start up New Vegas and pick "data files" at the launcher menu and turn that ESP on.

 

The better way - download, install, and use a mod manager. Personally, I always used FOMM for Fallout 3 - because it made backups of any files that got replaced and it was easy to undo a mod install if I ended up not liking it (even tricky ones like texture replacers). All you had to do was point FOMM at the downloaded ZIP file and it would generally do everything automatically.
