more holdout locations

i always wished holdout weapons played a bigger role outside of just the casinos, i just wish concealable weapons were more important and useful. i wish there were more holdout locations in areas where it would make sense, like before entering a major faction's base or speaking with major faction leaders if you have a neutral or worse reputation, or maybe just making the whole strip one big holdout location instead of just the casinos. because the troopers guarding ambassador crocker would totally let a power armored minigun slinging monsterosity just go in and talk to him unopposed.

or maybe some locations have specific restrictions as to which weapons you can bring with you, like in some locations you cant have anything larger than a handgun, or you can only have non leathal weapons, or you can only have melee weapons, or you cant have energy weapons, or you cant have automatic weapons, or you cant have explosives, you cant have non-utility weapons (weapons that are not inherently weapons, like tools) etc. things of that nature

concealable weapons should be more important in a place like the mojave, where major faction leaders should be more careful as to what they let random people off the street bring with them inside their heavy fortified bases, but a person in good standing would have an easier time convincing them to do so

I think reputation should also be a factor, because if you are in good standing with the NCR, winning them battles and such, I think they would be much more lenient as to the weapon restrictions. But some random no-name courier with no reputation or anything, they would treat them like any civilian and take their weapons. And if possible, making the restrictions also apply to the npcs in those areas, like all non-NCR civilians at a military base have their weapons removed or atleast hidden from the player, that gives the player a message that they wont forget: "in the NCR's eyes, you are just like everyone else until you prove yourself". And seeing yourself be treated the same as all the other npcs really sends a message that with a neutral reputation you are basically just a civilian
