Pipboy light can't be changed programatically?

Is there a way to script a change to what a particular base effect or actor effect actually does? Or is that hard-coded in the ESP record. It looks like it's the latter, so in order to provide options like different pipboy light colors or magnitudes, your only option is to setup multiple ESP files?

 

I remember in Oblivion, when the player created an enchant for an item, they could vary the enchant (# of charges vs amount of effect), but I don't know if that was code inside the Oblivion EXE file or whether it was exposed through script functions that you could touch that.

 

I was hoping to provide script that would vary the options for the pipboy light's brightness/color, but since it looks like I can't change a base/actor effect on the fly, I think it's a dead-end.
