To make it make more sense she could appoint others for as needed military strategy and other things. It would be best to happen X amount of days after Elder McNamara still refuses Veronica's attempts at convincing him to venture out to help others. During this she would not be available as a follower after X amounts of days pass and the main character visits Veronica again she would tell them that she has been thinking about becoming the Elder herself here the main character can support or talk her down. If they support her she tasks him to help her gain supporters of her ideas, in which you talk to some amount of NPC Brotherhood members and pass a speech check (About 60-90) or do them a favor.Eventually Hardin hears of this and will bring some members to oppose you and try to stop Veronica. At the end of this McNamara relents to the pressure and lets Veronica become elder. This would not allow her to be a follower but you can occasionally (Once a day) call BoS paladins to help you or have some as followers.Also after a while you can find random NPC's in the Hidden valley wanting to join the BoS and BoS patrols as well.This is just an Idea but it would make the whole isolationism vs expansionism theme pop out more and make the faction much more interesting.
