Fomm error message

This is the error message i receive whenever i try to do most things in fomm

If anyone can please explain to me what this means and how to resolve it that will be great. Also whenever i manualy arrange my mods in fomm exit then come back the mods that i arranged return to the same order from before if someone can please tell me why this happens that will be great too. Also i use Windows Vista if that helps.
