Minimum and Max health for NPCs?

Is there a script or setting I don't know of that allows global modification of NPC min and max health?

Global modification as in say, every NCR Trooper in the game? No.

 

If you just want to make a mod that increases the min and max health for NPCs in the game, do it through the GECK, though you'd still have to set the values for each one individually.
