Scripts and Performance

Of course scripts effect performance. Any task that requires more work from your processor is going to have an effect on overall performance, whether it be negligible or hindering.

 

As far as ones to avoid directly. The only one I'll mention is Hrmn's OblivionScriptOptimization. Don't use it, it's know to be buggy. I tried it before, no noticeable increases but NPCs acted strange on multiple occasions. You can also refer to Tomlong's Site for some other outdated mods. The site I referred you to is a great overall resource as well.

Grass, rain, and lights have much more severe impact on framerate than scripts do. Put a whole bunch of lights with intersecting light radii in one small tavern and you will be able to distinctly see the difference before and after. Likewise, if your game is lagging in an outdoor cell, turn your grass viewing distance to 0 and you will suddenly get much smoother performance. If you are having performance problems, try turning down your resolution, and disable mods that place more than eight NPCs in a small area.

 

In general, don't worry about the scripts. Worry about these other things.

I've read from various sources that some script functions are slower than others, such as trigonometry or line-of-sight functions. I've also read that scripts, in general, run much faster than graphics, AI, and most other things in the game, so that they are not likely to be the cause of any serious slowdowns.
