Overhaul radiation

Basically a mod that makes radiation more dangerous and interesting with the following (with any other features the modder wishes to add):

 

-First massively reduce the player's radiation resistance levels and make Rad-X less effective.

-Make ambient radiation more potent by increasing (possible doubling) the RADs/Sec the player takes in.

-Make radiation suits very efficient at radiation resistance, possibly around 80-100%.

-Make suits somewhat armored (a DR of 10-15), the advanced radiaton suit might be even more armored (reskined?)

-Add a sound file of heavy or filtered breathing whenever the player is wearing a radiation suit.

-Make the ambient radiation sound effect more pronounced.
