After you free the town from the Legion, people all over talk about Nelson being back in NCR hands yet when I go back, the town's empty. Back in whose hands? Certainly not NCR's, it seems. Can someone make a mod to repopulate the place? Even if it's just former slaves that you free and they end up just wandering around town, it would be better for immersion.
