Dodge perk for unarmored characters

There were Dodge/Evade perks in the older Fallout games, and I really hate how there are all kinds of awesome non-armored costumes in the game that don't ever get worn, so I thought someone might want to create a perk that is dependent on not wearing armor (heavy/medium/light), but which is still active with any other worn clothes/hats.

 

It wouldn't be for heavy-combat characters, more for the thiefs and negotiators. I think a high agility requirement and maybe a penalty to attack speed/action points would go well with the idea. Perhaps the evasion is greater when not moving (you have to pay attention to the incoming attacks to effectively dodge). Perhaps a two- or three- tiered perk to prevent it from being overpowered.

 

I briefly thought about creating it, but I think it requires fiddling with basic combat routines which is more difficult than my simple knowledge of GECK would allow.

 

Spark any ideas in anyone?
