cant level up. stuck at level 16

i'm not sure which mod may be causing this problem, but i'm stuck at level 16 and i gain experience points, but i dont not level up, i'm just stuck at 16

After a few hours of playing last night I didn't level up very much (maybe I didn't do anything big enough to earn a sizable amount of XP)

 

here's the thing:

still at the beginning of level 16 when i added all those mods.

after the level up freeze fix i installed... it seemed to work

 

when i go in to my pip boy i can see the my XP climbing slowly

BUT when the in game level up meter appears on screen it doesn't move at all.

my XP seems to be stuck at 22768 /51500 * (thats a rough guess at the numbers. i cant remember them off the top of my head)

 

any thoughts? anyone with the same issue?

 

or should i just keep playing and eventually my xp will level me up?
