64 bit mod hell

I've successfully installed Fallout with mods onto my old and friends computers roughly ten times. Now that I have Windows 7 64 bit, Fallout is crashing when I try to start a new game. All of my drivers are up to date and as far as I can tell all the mods I'm using are compatible and in the right load order. I've been modding lots of games for years now and can't seem to figure out why this is happening, and though it shames me to ask for help like a noob I've reached the end of my programming ability and need help. Here's a list of mods I'm using and the load order I have them in. I also have NMC's texture pack, MTUI, and used the 3GB enabler.

Because you're trying to help me I feel obliged to try and help you, so here is some advice. Watch "Eastbound and Down" if you haven't seen it, it's f***ing hilarious. Be wary of certain positions in the Karma Sutra as you might feel that you're getting violated or you'll just throw your back out. Don't wear socks with sandals. If you ever get too fat that you need a scooter to get around, you should probably kill yourself. If you're like one of those old dudes that they talk about in all those dick pill commercials that "isn't healthy enough for sexual activity" than you should probably kill yourself. Thanks again.

The unofficial Fallout 3 patch is known to cause crashes when enabled alongside other mods.

I have windows 7 x64 and it works fine.

Well I uninstalled the game and reinstalled it without the UF3 patch and I'm still having the same problem. I tried running the game in every compatibility mode as well, to no avail.
