Creating Vendors in NV (Help?)

I've gone through the old fallout 3 tutorial for creating a vendor, and managed to almost create one fine for NV. I've run into one issue and I'm not sure how to fix it. I linked the vendor to the chest and when I sell them things the stuff goes into the vendor's chest, however the vendor isn't selling back things that are in the chest. The vendors sell side is always empty, even after selling them something. Anybody know what I might be doing wrong?

 

 

EDIT: I found my own problem. I had ammo on the NPC but it was never set to vend ammo.
