LE Request for an Overlay Tattoo

I've spent all day trying to get this damn thing into the game as a tattoo overlay. I tried the VWR RaceMenu Mod Maker, but it always comes out as stretched all over the body and not in the location that I'd like for it to be. Can someone just make this happen for me or just teach me how? I'm fed up.
