LastBestHopeofHumanity
Not IWS. Definitely not. Just wondering if there's something relatively simple that could make the wasteland feel a bit more inhabited by baddies. I just recently started a new playthrough and it broke my immersion pretty hard when, after talking to Lieutenant Hayes in Primm and hearing that the convicts are "too well organized", I strolled in to town to find just two convicts slouched against the casino wall. It was underwhelming enough to warrant a good search for something that could help out. Anyways, if you guys know of anything I could use, I'd appreciate it. MellowMagoo
If you haven't tried A World of Pain, I would recommend that. Not only more enemies, but different classes of enemies that will provide more of a challenge.

The only mod that I know of that will actually affect vanilla spawns is definitely IWS, but AWOP is geared towards adding additional enemies using custom references. AWOP, if used in conjunction with IWS, should give you exactly what you're looking for. http://www.nexusmods.com/newvegas/mods/38719/?
