How do you fix this?

I've got a 9600gt 1024mb, running at 1024x768 @ 60hz

4gb ram, e7400, nvidia 258.60

 

and also i've got this weird shoulder dislocation problem, im guessing that since it isn't there in fallout 3, its a bug, and some people might have experienced it, is there a possible way to fix it?

 

p.s. i haven't use any mod in either game

while using several mods in fonv i notcied lol
