Mod that lets you equip a unique variant of armor

I found the Custom Race mod in the New Vegas Nexus that creates a race that can have a unique body type and/or texture. In the comments, a chap was saying that there was a mod for Fallout 3 that lets you have a unique version of armor. For example, the player equips leather armor with a bared midriff. The bared midriff only appears for leather armor that the player wears, not for NPCs. My searches have yielded nothing.

 

I sent the guy that mentioned this mod a PM, but I'm not holding out much hope since he appears to be very inactive at the moment.
